The Manager, Non-Competition Sites (Safety & Security) is responsible for planning, coordinating and overseeing safety and security operations across all official non-competition sites for the FIFA Women’s World Cup 2027™. This includes hotels, team base camps, training sites, transport hubs, the International Broadcast Centre (IBC) and other designated locations.

The role ensures that robust physical and staffed security measures are designed and implemented in line with identified risks and FIFA standards. The position leads integrated security planning for team and referee operations outside stadium environments and oversees secure movements between official sites. The Manager provides direct leadership to the Team Security Manager, TSLOs/RSLOs and relevant Venue Safety & Security Managers assigned to non-competition locations, ensuring consistency, compliance and operational excellence across all sites.

KEY RESPONSIBILITIES

- Lead the integrated safety and security planning for all official non-competition sites, including hotels, team base camps, training facilities, transport hubs, the IBC and other designated locations
- Develop scalable security concepts tailored to diverse site types and operational risk profiles, including transport security considerations
- Plan and oversee robust physical security systems and infrastructure, including perimeters, access control, asset protection, search and screening operations
- Plan and oversee staffed safety and security measures, including security guards, stewards and other deployed personnel
- Lead the planning and implementation of team and referee security protocols at non-competition sites, including oversight of secure movements between sites and stadiums
- Provide direct line management and leadership to the Team Security Manager, TSLOs/RSLOs and designated Venue Safety & Security Managers, ensuring clear reporting lines and operational accountability
- Coordinate centrally with host cities, public security agencies and site counterparts to ensure integrated planning and consistent operational delivery
- Collaborate with relevant domestic agencies and FIFA functions (e.g. medical, venue management, transport) to develop integrated emergency response, contingency and crisis management plans
- Develop and implement standardised policies and procedures to ensure consistent safety and security operations across all non-competition sites
- Ensure alignment between safety and security services outlined in rental or contractual agreements and the operational delivery model; establish clear audit and performance monitoring mechanisms
- Manage relationships with security suppliers, conduct readiness activities and monitor performance against contractual obligations and service levels
- Oversee invoicing and verification processes for safety and security suppliers in coordination with finance and administrative teams
- Ensure compliance with statutory and organisational instruments and relevant FIFA regulations, including the FIFA Stadium Safety & Security Regulations (where applicable)

Education

- University degree in security management, public safety, event management, law enforcement or a related field
- Advanced training in protective security, risk management or operational planning is desirable

Experience

- Minimum 5 years of experience in safety and security planning and operational delivery, preferably within major sporting events or multi-site environments
- Proven experience in leading teams and managing personnel in operational environments
- Demonstrated experience in secure movement planning, team protection or protective security operations
- Experience working with public security authorities, private security providers and venue operators in Brazil
- Experience managing supplier contracts and monitoring service delivery

Skills & Competencies

- Strong leadership and line management capability, with the ability to guide, motivate and oversee multiple operational managers
- Excellent stakeholder management and coordination skills across diverse site environments
- Strong organisational and planning skills with attention to detail
- Ability to manage complex, dynamic operational environments and make decisions under pressure
- Clear written and verbal communication skills, including structured reporting
- Advanced IT proficiency including MS Office suite, particularly Excel, PowerPoint and Word

Certifications & Requirements

- Willingness to travel nationally and work extended hours during tournament periods
- Fluency in Portuguese and English (spoken and written) is essential
- Right to work in Brazil.
- Ability to re-locate to Rio de Janeiro.
