The Manager, Public Security Liaison is responsible for establishing and maintaining effective coordination between the FIFA Women’s World Cup 2027™ Safety & Security function and public security authorities at federal, state and municipal level. The role serves as the primary interface with policing partners and relevant competent authorities, ensuring integrated planning, secure operations and aligned response protocols throughout all tournament phases. The role contributes to secure movement operations, intelligence coordination and crisis response in close collaboration with domestic and international partners.

KEY RESPONSIBILITIES

- Proactively establish and act as the single point of contact between the FIFA Safety & Security function and government agencies, policing partners and other relevant domestic institutions
- Establish and manage structured communication channels with public security agencies to align norms, operational strategies and response frameworks
- Contribute to the development of joint operational plans, guidelines and simulation exercises with local, state and federal authorities
- Provide technical representation and coordination support in public security forums and multi-agency meetings, including agenda-setting, reporting and follow-up actions
- Monitor risks and threats impacting teams, referees and official movements, coordinating intelligence analysis and crisis response with relevant institutions
- Gather and manage documentation required to fulfil programme obligations, including compliance with host country regulatory requirements
- Liaise with enforcing and competent authorities regarding qualification and licensing criteria applicable to security operations
- Support and encourage the establishment of a Police Cooperation Centre (or equivalent mechanism) to enhance intelligence and information sharing among stakeholders
- Support and advise on background check protocols in coordination with the Accreditation & Access functions

Education

- University degree in public safety, law enforcement, security management, international relations or a related field
- Advanced training in security coordination, close protection or crisis management is desirable

Experience

- Minimum 5 years of experience in public security, law enforcement liaison, or multi-agency coordination roles
- Demonstrated experience working with federal, state and municipal public security authorities in Brazil
- Proven experience coordinating inter-agency planning and operational response frameworks

- Strong stakeholder management and relationship-building capability across public institutions
- Excellent communication and negotiation skills
- Ability to operate effectively within politically and operationally sensitive environments
- Structured and disciplined approach to documentation and compliance oversight
- Strong situational awareness and ability to manage high-pressure environments
- Advanced IT proficiency including MS Office suite, particularly Excel, PowerPoint and Word
- Excellent written and verbal communication in Portuguese

Certifications & Requirements

- Right to live and work in Brazil
- Willingness to travel nationally and work extended hours during tournament periods
- Fluency in Portuguese (spoken and written) is essential, English desirable
- Ability to obtain and maintain any required security clearances
