The Manager, Risk Management, Intelligence & C4 (RiC4) is responsible for leading the structured identification, assessment, monitoring and mitigation of safety and security risks for the FIFA Women’s World Cup 2027™. The role establishes and manages the tournament-wide risk management framework, supports intelligence coordination and contributes to the development and implementation of the C4 (Command, Control, Communications and Computers) governance structure. The position ensures that risk-informed decision-making underpins all safety and security planning and operational activities across official tournament sites.

KEY RESPONSIBILITIES

- Develop and implement a formal risk and threat identification, assessment and prioritisation process for all official tournament sites and activities
- Develop, maintain and continuously update the tournament-wide security risk register, ensuring risks are tracked, assessed and mitigated throughout all phases of the event
- Conduct risk assessment analyses for host cities, stadiums, non-competition sites as well as other specific ancillary events, matches, sites or activities, and develop corresponding risk treatment action plans
- Coordinate threat, intelligence and situational awareness inputs from domestic and international partners, ensuring structured analysis and dissemination
- Continuously gather and analyse intelligence relevant to tournament operations and provide structured strategic and operational briefings to senior management and relevant functional areas
- Support the design, implementation and continuous improvement of the C4 (Command, Control, Communications & Coordination) systems, ensuring alignment with the overall FWWC operational governance framework
- Enable effective information flow to leadership and operational teams, including leading the daily reporting rhythms and information cycles as defined in the C4i concept
- Develop standard operating protocols for escalating, responding to and monitoring operational risks
- Assist in determining appropriate security assets and protective measures required to safeguard official sites and assets
- Establish and maintain strong working relationships with domestic and, where required, international intelligence agencies and/or with the relevant FA Manager (Public Security) to support integrated security planning
- Support and encourage the establishment of a Police Cooperation Centre (or equivalent mechanism) to enhance intelligence and information sharing among stakeholders
- Monitor compliance with statutory, regulatory and organisational instruments relevant to risk management and security operations
- Support and advise on background check protocols and related risk considerations in coordination with the Accreditation & Access functions

Education

- University degree in security management, risk management, criminology, intelligence studies, public safety or a related field

Experience

- Minimum 5 years of experience in risk management, intelligence coordination or security analysis, preferably within major events, public safety agencies or multi-agency environments
- Proven experience in developing and managing risk registers and structured risk assessment frameworks
- Experience working with law enforcement, intelligence services or governmental security bodies in Brazil
- Familiarity with command and control structures and operational coordination models

- Strong analytical and critical thinking skills with the ability to synthesise complex information into actionable insights
- High attention to detail and structured documentation capability
- Ability to exercise discretion and handle sensitive information with integrity
- Excellent written and verbal communication skills, including the preparation of strategic briefings
- Ability to work collaboratively across multiple functional areas and external partners
- Advanced IT proficiency including MS Office suite, particularly Excel, PowerPoint and Word
- Excellent written and verbal communication in Portuguese

Certifications & Requirements

- Willingness to travel nationally and work extended hours during tournament periods
- Fluency in Portuguese (spoken and written) is essential, English desirable
- Right to work in Brazil.
- Ability to re-locate to Rio de Janeiro.
