The Fleet Service Manager will oversee the efficient and effective operation Tournament fleet and for any ancillary event. The ideal candidate will be responsible for managing all aspects of fleet services and operations, working close to the other Transport workstreams providing a reliable, on-time and outstand service for the established FIFA Client Groups, such as PMAs, Referees, VVIP, FIFA Delegates, FIFA Workforce and Arrivals and Departures. The Fleet Services and Operations Manager will play a crucial role in optimizing fleet performance, developing, and ensuring compliance of Service Level Agreements, Policies and Procedures, Operational Plan and Reports. This role reports to the Senior Transport Manager.
KEY RESPONSIBILITIES
- Act as the primary liaison between the Transport FA and FIFA/LFS departments for all fleet-related planning and operational matters for FWWC2027 and any ancillary event.
- Act as the primary operational interface between FIFA Transport and the VIK vehicle provider (Hyundai/Kia), ensuring full alignment on vehicle specifications, delivery timelines, service levels, and operational needs.
- Coordinate the reception, inspection, and acceptance of VIK vehicles, ensuring all units meet quality and operational readiness criteria before deployment. Manage the return, decommissioning, and handback process of VIK vehicles post-tournament, including damage reporting, documentation, and reconciliation with the provider.
- Act as the primary operational interface with Vehicle and drivers’ suppliers ensuring service has been delivered as per contract. Monitor Fleet services performance against agreed KPIs, escalating issues and implementing corrective actions when service levels are not met.
- Manage all ancillary contracts and operational processes related to the fleet, including vehicle washing and cleaning, refueling services, toll management, and the handling of traffic fines.
- Develop the fleet depot Concept of Operations (including the fleet design) and ensure its implementation across all Host Cities. Coordinate with all Host Cities depot locations, space, utilities, and facility requirements to confirm requirements are fully met.
- Overall accountability for appropriate staffing levels and quality employees relating to all Fleet Operations
- Act as the central coordinator for the development of Fleet Policies & Procedures, reports, presentations and Guidelines.
- Manages day-to-day operations pre and during event and subordinate staff including supervisors, coordinators, dispatchers, depot planners, administrative assistants and drivers
- Do the entire setup of the Fleet Tournament Management System (TMM).
- Ensures all fleet staff are properly trained by developing and maintaining training materials and coordinating the delivery of FIFA-required modules (e.g TMM, fleet management system), operational workshops and briefings, safety guidelines, and role-specific instructions. The manager maintains consistent training standards across all Host Cities.
- It’s also responsible, in coordination with the fleet service providers, for developing and delivering the full training program for all drivers and fleet operational team, including designing training content, defining formats (classroom, online, practical sessions), and establishing clear timelines and schedules. This includes planning how and when training will be delivered across all Host Cities, determining training duration and required number of days, organizing group sessions to cover the entire driver workforce, and ensuring consistent standards and materials.
- During tournament ensure all job requests are correctly entered, validated, and assigned with the appropriate vehicle and driver. Oversee dispatching procedures, monitor vehicles while in operation, and ensure real-time coordination with Host Cities for seamless service delivery. Particular attention should be given to VVIP vehicles and all arrival and departure transfers, ensuring precise planning, communication, and execution in alignment with other Host City transport teams.
- Provide regular reporting to the Transport Senior Manager, FIFA counterparts, and other key stakeholders on coordination progress, issues, and decisions.
- Facilitate cross-functional collaboration with other event areas (Security, FIFA Travel, Guest Operations, TSV, etc.) to ensure coherent and efficient engagement with fleet service matters.
- Bachelor’s Degree in Transport/Logistics/Civil Engineering/Project management/Event Management or a combination of education and experience relating to position. Master’s Degree is an additional asset.
- Minimum of six (6) years of event transport and fleet services experience in international major events in at least three (3) world-class sport/football events. E.g. FIFA World Cup/Olympic Games. Experience should include solid experience in multiple aspects of event transport operations and project management.
- Minimum of three (3) years of management experience in a similar role within an organising committee leading large teams to deliver a time critical project.
- Proven experience of successfully managing and delivering transport projects of a similar size and scale.
- Proven experience of managing fleet services and operations projects of a similar size and scale.
- Ability to work independently and with a team in a fast-paced and high-volume environment.
- Right to work in Brazil.

- Ability to re-locate to Rio de Janeiro.
