The Host City Volunteer Manager will be responsible for the delivery of the FIFA Volunteer Programme in-line with the FIFA Volunteer Framework and FIFA’s service excellence standards supported by the local operational concept. This will include full alignment with the Senior Volunteer Manager – FIFA27 and FIFA Zurich on the programme strategy, mission, and vision, safeguarding the FIFA Volunteer brand and its reputation across all the host cities and assigned venues.
Reporting to the Volunteer Management Central Team – FIFA27 and working in close collaboration with the Lead of the project on the city level, the Host City Volunteer Manager will be the face of the FIFA Volunteer Programme for their respective Host City. The role will be responsible for supporting the delivery of the volunteer journey through the FIFA Volunteer Platform and overseeing volunteer operations within their assigned Host City.

KEY RESPONSIBILITIES:
The following points will apply to all host cities and venues where the competition takes place.
Responsibilities include but are not limited to:
Programme Delivery and Coordination at the Host City level
- Collaborate with the Volunteer Management Central Team (FIFA27) and FIFA Zurich to support the delivery of the Volunteer Programme and reporting on the project status.
- Act as the primary point of contact between FIFA27 Volunteer Management Central Team and Host City counterparts on all volunteer related matters, ensuring clear two-way coordination and information flow.
- Act as the primary point of contact for Host City queries and requests related to volunteer communications and engagement activities and projects, including volunteer-focused events.
- Establish and maintain strong working relationships with Functional Area managers who engage volunteers or support volunteer management operations.
- Act as a Point of contact for volunteer related topics with Venue Management when necessary.
- Work closely with Host City counterparts for pre implementation of promotion and recruitment initiatives within local communities to tournament delivery including but not exclusive to training and uniform distribution
- Support the promotion initiatives and events of the Volunteer team by: - Identifying volunteer profiles for media and/or social media features. - Maintaining an archive of photos and videos of Host City volunteers for use at the discretion of the central volunteer management team. Oversee the organization of volunteer-focused events led by the Host City. - Ensuring the Host City adheres to brand and communications guidelines at all times.
- Actively represent the FIFA Volunteer Programme in public settings, including speaking at community events, hosting volunteer information sessions, and supporting recruitment activations.
- Implement a coordinated approach with all stakeholders across all phases of the volunteer journey, including promotion, recruitment, role offers, training, and the tournament period.
- Attend daily HQ meetings, Venue meetings and reporting on the status of the Volunteer Programme.
- Participate in site visits to inspect potential pre-tournament and tournament-time required spaces.
- Oversee the set-up and daily operations - act as a venue manager - dismantling and handover of the Volunteer Centres and spaces.
- Align and coordinate with Host City and venue teams on logistics, storage, inventory, and distribution of volunteer recognition items as part of the Recognition Programme. Ensure venues adhere to the gift distribution calendar outlined in the Recognition Plan
- Communicate with candidates and volunteers via Volunteer Support Channel and the FIFA Volunteer Platform.
Volunteer Management
- Recruit, train, manage, and lead Volunteer Coordinators within the assigned Host City, ensuring alignment, clear communication, and effective team collaboration.
- Manage volunteers’ day-to-day to ensure efficient deployment and the well-being of volunteers on-site during each volunteer journey phase.
- Ensure the volunteer services and recognition are provided as planned and liaise with local authorities when necessary.
- Lead the recruitment, training and oversee the operation of the journey volunteers
- Support with planning and delivery for the Official Draw, Playoffs and other FWWC27 official events, as required.
Volunteer Platform
- Work extensively on the Volunteer Platform to manage all stages of the volunteer journey in the host city, including but not limited to interview scheduling, role assignment, uploading shifts, shift allocation, trainings, communication, Tournament-time operations and overall communications.
- Identify and report system-related issues and diligently follow up to ensure their resolution or escalate as necessary to mitigate potential impacts.
Reporting and Feedback
- Raise risks and concern to the Volunteer Management Central team in a timely manner
- Prepare and submit daily reports during tournament time
- Support the knowledge transfer programme to ensure planning and operational learnings are carried to the future events
- Prepare and deliver the post-tournament report for the assigned Host City.
Education
- Master's in Sports Management or Event Management or Project Management preferred.
Experience
- 5 years + of working for events, and strong understanding of volunteer management
- Proven experience in leading and managing volunteer programmes supporting the volunteer journey, including fit for purpose attraction, promotion, recruitment, training, engagement, and tournament operations.
- Knowledge of project management principles and methodologies, with the ability to plan, coordinate, and deliver multiple workstreams simultaneously.
- High level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
- Experience in Volunteer Management System is an advantage. (Rosterfy knowledge is preferrable)
- Demonstrated ability to develop beneficial working relationships with internal and external stakeholders, as well as with local networks within the Host City, especially among the football community.
- Experience operating in complex, multi-stakeholder environments, with the flexibility and resilience to adapt to change and remain solution oriented.
- A collaborative and inclusive team player, capable of working effectively with colleagues both on-site and remotely, while fostering a positive and respectful working environment.
- Strong public speaking and presentation skills
- Enthusiasm, and the ability to inspire and motivate volunteers
- Ability to facilitate workshops, information sessions, and volunteer briefings
- Community outreach and recruitment engagement skills.
- Knowledge of the local landscape, community networks, and key stakeholders within the respective Host City is an advantage.
