The Senior Procurement Manager for the FIFA Women’s World Cup 2027 is responsible for leading and owning the procurement function for the tournament, with a strong focus on strategic influence, stakeholder management, and governance in a complex, very dynamic, and highly scrutinized environment.

In addition to delivering the full scope of procurement activities, including all operational aspects of it, the role acts as a senior business partner to leadership and project owners, proactively shaping procurement approaches, interpreting and adapting FIFA procurement policies to local and operational realities where justified, and driving alignment across functions.

The role requires senior judgment, credibility, negotiation skills, and authority to manage competing interests, challenge non‑compliant behavior, and resolve escalated or sensitive procurement matters, while ensuring transparency, integrity, and value for money across all procurement activities.

KEY RESPONSIBILITIES

- Lead the implementation and ongoing governance of the FIFA27 Procurement Policy, exercising senior judgment to contextualise policy application to local operational realities if needed, while safeguarding principles of efficiency, integrity and competition.
- Ensure procurement processes are fit‑for‑purpose, proportionate, and risk‑based, balancing governance with operational speed and effectiveness.
- Act as the senior procurement authority for FIFA27, providing clear direction, guidance, and challenge to project leaders, senior stakeholders, and functional heads.
- Proactively influence senior internal stakeholders to embed procurement best practices and ensure early engagement in procurement planning.
- Lead, support and mentor the FIFA27 Procurement team.
- Serve as the primary interface between FIFA27 and FIFA HQ, ensuring alignment while representing FIFA27’s specific operational needs.
- Contribute to the set‑up, maturity, and continuous improvement of the procurement function for the tournament.
- Responsible for the FIFA27 SAP cost contract database, including SAP contract data maintenance and Purchase Order creation, ensuring data integrity and audit readiness.
- Produce procurement and spend analysis reports for management and senior leadership as required.
- Train employees on an on-going basis to ensure adherence to FIFA27 Procurement Policy.
- Support project leaders in all matters regarding procurement including tasks such as RFI/RFP process, evaluating proposals, and negotiating contracts to ensure best terms and conditions.
- Facilitate inter-departmental alignment on key procurement projects

- Terciary education in Business Administration, Procurement and/or extensive experience in indirect procurement.
- 7-10 years’ experience in a similar role, including senior or lead roles.
- Experience setting up or scaling procurement functions in project‑based or fast‑moving organisations.
- Strong background in complex tendering processes, major procurement projects and contract management.
- Experience in managing teams.
- Very good SAP MM knowledge
- Knowledge of DocuSign is an asset.
- Knowledge of Monday.com is an asset.
- Knowledge of ServiceNow is an asset
- Sound judgment and ability to balance governance, risk, and operational realities.
- Strong senior‑level stakeholder management, influencing, and negotiation skills, with the confidence to engage and challenge at executive level.
- Practical mindset and solution oriented.
- Strong analytical skills, ability to handle complexity and conflicting interests.
- Capable of working in an environment of rapid change, tight deadlines and high scrutiny.
- Deep understanding of procurement governance, compliance and contractual frameworks
- Right to work in Brazil.
- Fluent in English (spoken and written)
- Fluent in Portuguese (spoken and written)
- Ability to re-locate to Rio de Janeiro.
