The Stadium Safety & Security Manager (SSSM) is responsible for the operational planning and delivery of the FIFA27 safety and security operation at their designated stadium for the FIFA Women’s World Cup 2027™.

Under the direction of the Senior Manager, Stadiums and in coordination with the FIFA27 Venue Operations Manager and Stadium Authority security responsible(s), the SSSM ensures that stadium safety and security operations are delivered in compliance with FIFA regulations, local statutory requirements, tournament operational plans and agreed budgets.

The SSSM serves as the venue-level operational lead for safety and security, managing supplier performance, overseeing workforce deployment, ensuring match readiness and acting as the primary safety and security contact at stadium level throughout the Exclusive Use Period (EUP) and match operations.

Key Responsibilities

- Plan and deliver stadium safety and security operations to the highest standards within the allocated budget
- Ensure implementation of the Safety & Security Strategy, Operational Plan, Stadium Safety & Security Plan and other relevant tournament planning documents
- Familiarize and ensure compliance with the FIFA Stadium Safety & Security Regulations and relevant hosting and stadium agreements
- Develop, review and update dot plans, deployment plans, rosters and standing instructions for private security suppliers and stewarding teams
- Review and update stadium-specific risk assessments and ensure mitigation measures are implemented
- Ensure compliance with the stadium safety certificate/licence (or local equivalent) and all applicable statutory requirements
- Manage just-in-time planning activities including deployment validation, supplier site inductions, workforce training, briefings and readiness checks
- Lead and manage operational delivery of safety and security services through appointed private security suppliers and allocated workforce groups
- Establish and maintain effective working relationships with local government authorities, police, fire services and other relevant public and private safety stakeholders
- Act as the primary safety and security contact point for other functional areas at stadium level
- Liaise and cooperate with deployed FIFA Safety & Security Officers (FSSOs)
- Organize and lead pre-match safety and security coordination meetings with internal and external stakeholders alongside the Stadium Authority
- Conduct pre-match safety and security inspections to confirm match readiness and absence of hazards
- Ensure emergency vehicle access routes remain clear and emergency service provisions are in place as planned
- Escalate safety and security issues to the Senior Manager, Stadiums and ensure appropriate follow-up and corrective actions
- Submit daily and matchday reports to tournament HQ as required
- Ensure all safety and security staff under supervision are fully briefed on stadium regulations, prohibited items, code of conduct and tournament procedures
- Attend planning meetings, training sessions, exercises and debriefs as directed

Education

- Higher education in security management, public safety, risk management or a related field
- Relevant professional qualifications or licensing required by local or state legislation

Experience

- Solid experience managing safety and security operations at stadiums or major events
- Demonstrated operational knowledge of stadium safety, crowd management and event security delivery
- Experience working with local government authorities, law enforcement agencies and private security providers
- Experience managing operational budgets
- Proven leadership experience managing workforce teams and suppliers

Certifications & Requirements

- Right to live and work in Brazil
- Willingness to travel nationally and work extended hours during tournament periods
- Fluent in Portuguese (spoken and written)
- Ability to re-locate to Rio de Janeiro.
- Ability to obtain and maintain required security clearances (if required)
